EEPSEA – IIASA Training Workshop on Water Resources Management: Climate and Socioeconomic Change Adaptation in Transboundary Basins

In October, the Training Workshop on Water Resources Management: Climate and Socioeconomic Change Adaptation in Transboundary Basins was jointly organized by the Economy and Environment Partnership for Southeast Asia (EEPSEA), the Environment for Development Center (EfD-Vietnam), and the International Institute for Applied Systems Analysis (IIASA). This three-day workshop ran on 12, 14, and 21 October and covered theories and practices of water management model in the context of climate change. The workshop welcomed 31 participants from different disciplines from Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand, and Vietnam.

The workshop started with a warm welcome and introduction by distinguished representatives from EEPSEA, EfD- Vietnam, IIASA, and the World Meteorological Organization (WMO). The first day of the workshop focused mainly on theories and models. Dr. Peter Burek, Mikhail Smilovic, and Luca Guillaumot (IIASA) presented about the Community Water Model (CWatM) developed by IIASA, which can model major hydrological processes, including hydrological features of a water body, construction, water demand, and human interaction with basin. The model is open-source in Python and can be used both globally and regionally free of charge, available at https://cwatm.iiasa.ac.at. Dr. Burek also delivered a quick tutorial of the CWatM software to give an overview of the tool. Then, participants were assigned to smaller groups to give a try of the software.

After a short break, Dr. Taher Kahil (IIASA) touched on the economic aspect of water management through his session on hydro-economic modelling. The problem of water management is how communities determine water allocations across users, across places, and across time periods. Two basin-level modelling approaches were introduced, System Dynamics (simulation) and Hydro-Economic (optimisation), of which the latter was focused more in the workshop. Global Hydro-Economic Model (ECHO) is used to optimize economic objectives under physical, technical, and institutional constraints of a basin. Day 1 continued with Dr. Reetik-Kumar Sahu (IIASA) briefing about the General Algebraic Modelling System (GAMS) for hydro-economic modelling. Dr. Sahu gave detailed instructions of GAMS software installation and setup, as well as gave 4 examples of how to run the model and analyze the results.

On day 2 and day 3 of the workshop series, the participants were further exposed the tools for water management, including CWatM, ECHO-GAMS, and Global Agro-Ecological Zones (GAEZ). Participants were assigned to smaller groups with one of the instructors to test-run the model and work through exercises in the course. The tutorials allowed interactive discussions between the instructors and the participants so that all participants can get hands-on experience of the tools. IIASA staff also went the extra mile to run the model on different basins and catchment areas in Vietnam, Thailand, the Philippines, and Cambodia based on request.

Although the workshop was organized entirely online, it remained interactive and insightful, as the participants reflected at the end of day 3. They have enjoyed learning about IIASA’s in-house model of water management and getting hands-on experience with related tools. As Dr. Pham Khanh Nam (EEPSEA Director) remarked in his speech, the workshop set the first cornerstone for the stream of research in community water management that is transdisciplinary and transboundary in the context of climate change. With the skills gained from the workshop, participants can get involved in the water management policy-making process in their community.

Summary: This research estimated farmers’ willingness to pay (WTP) for insurance against flood hazards using a choice experiment with special attention given to attribute non-attendance and the effects coding method. In addition, the research identified some challenges and opportunities to provide policymakers with new insights into the design of a flood insurance market. A random sample of 374 households in the Vietnam Mekong River Delta was collected in 2015. The results indicate that a large proportion of respondents do not favor a flood insurance scheme, possibly due to the existence of the cluster effect, loss aversion, wishful thinking (i.e., the belief that flooding will not happen again), and moral hazard. In particular, the younger generation of farmers is ignoring flood insurance. The opportunities for the development of the flood insurance market are promising for all potential providers because WTP is high enough to earn a profit.

Summary: This study used the Protection Motivation Theory and mediation analysis to investigate mitigation behavior in response to flood hazards. A household survey and a flood-risk communication experiment with 480 households in selected flood-prone areas in Vietnam’s Mekong Delta were conducted. The results indicated that self-efficacy (i.e., one’s ability to take actions that will reduce flood risks) and response efficacy (i.e., the effectiveness of the action to be undertaken) were consistently good predictors of flood mitigation behavior and important mediators in the relationships between mitigation behavior and its individual determinants. Vicarious experiences from flood-risk training programs and focus group discussions increased people’s motivation to undertake protective action. The effect of focus group discussions on mitigation behavior was fully mediated via self-efficacy and response efficacy while the effect of training was partially mediated via response efficacy. In addition, the indirect effects of most of the independent variables were statistically significant. This implies that ignorance or omission of indirect effects could lead to an incorrect explanation of the factors that influence flood mitigation behavior.

Summary: The rapid growth and urbanisation of the Philippines’ National Capital Region (NCR) has resulted in increasing demand for water. Migration has compounded the problem. Today, NCR is faced with growing needs which have outpaced the capacity of the water agency ¡ Metropolitan Waterworks and Sewerage Systems (MWSS) ¡ to expand supply. Unserved sectors have resorted to ground well construction and illegal connections to MWSS pipes. As a result, average annual groundwater withdrawals have consistently exceeded the recharge rate, lowering the water table by about 6-12 m/yr. Groundwater resources are also threatened by saltwater intrusion, contamination from pollutants, and eventual depletion. Thus, current extraction and utilization of a unit of these resources involves an opportunity cost ¡ the value that can be gained in the future. This study was conducted to estimate the marginal opportunity cost (MOC) involved in meeting the water requirements of the industrial sector, and determine the right mix of pricing, fiscal and regulatory instruments for efficient use of groundwater. The main water source for industries in Metro Manila is groundwater (80%). Only about 20% get MWSS-supplied water, and some must augment water requirements by buying water from private vendors/tankers.

Summary:
This study focused on measuring household vulnerability to climate change in six communes in Kampong Speu Province and on identifying locally appropriate options and relevant policy interventions. Vulnerability was measured in terms of a Vulnerability Index (derived from exposure, sensitivity, and adaptive capacity indices) and Vulnerability as Expected Poverty (VEP).  The study found that households in KPS had low exposure, average sensitivity, and low adaptive capacity. About 67% of the sample showed medium to very high vulnerability. The findings of this study are consistent with those of other studies and government reports.

Summary: This study assessed the existing natural resources in Sogod Bay, Southern Leyte, Philippines, and determined how their quality has been affected by the economic activities in the area. Soil physical analysis revealed that some nutrients in the study sites are deficient, particularly phosphorus. A diverse species of mangroves and macroinvertebrates can be found at the study sites. Those with MPAs have good coral covers and high life form diversity indices, while the opposite was observed in non-MPA sites. However, there were also non-MPA sites that exhibited good coral covers and rich species diversity. Results also showed that the natural resources in Sogod Bay are no longer as productive as before due to the decreased quality of these resources. Based on survey results, most households are less dependent on fishery and farming as livelihood sources; most households had nonfarm income sources, which are the largest contributors to household income. Meanwhile, the valuation results indicate that the values of the provisioning services of these ecosystems are higher in sites with MPA and in farms with adequate nutrients and proper cultivation. Hence, this study recommends establishing marine sanctuaries and improving land productivity to restore the marine and terrestrial ecosystems in Sogod Bay.

Summary: This study used the field experiment approach to assess how effective information and feedback provision about electricity consumption is to influence households to conserve energy. This approach relied on statistical methods to establish whether households in the treatment groups were able to reduce their electricity consumption with respect to the control group. Three treatments were considered, (1) self vs. neighbors’ electricity consumption comparison (Treatment 1); (2) provision of general advice on electricity saving (Treatment 2); and (3) advice on electricity saving as well as self vs. neighbors’ comparison (Treatment 3). A total of 138 households in the Minburi and Nongjok districts of Bangkok participated in this experiment. Results showed that households that had received both electricity-saving advice and peer-comparison feedback (Treatment 3) were able to significantly decrease their electricity consumption relative to the control group. This supports the hypothesis that the electricity conservation “nudge” of providing feedback to households on their own and peers’ home electricity usage works in terms of eliciting behavioral changes and in influencing a reduction in residential electricity consumption. Telling people how their energy consumption compares to that of their neighbors has the statistically significant impact of reducing their consumption by about 6%, and that providing energy-saving “hints” has a positive but more modest positive effect.

Summary: This study estimated the health impact value of the VietGAP program on the health of farmers in Thua Thien Hue province. By employing the propensity score matching (PSM) method, findings show that the VietGAP program has a significant impact on farmers’ health. In particular, the program reduces farmers’ health problems due to pesticide exposure by 15.6%, 22.9%, 25.5%, and 23.6%, respectively, based on four types of matching. Most health problems due to pesticide exposure are moderate in severity and have short-term effects. Conventional farmers experience more health problems with more significant symptoms than VietGAP farmers do. By applying the health cost derived from direct and indirect costs, the health impact value from the VietGAP program is VND 521,870. Many farmers are aware of the harmful effects of pesticide use; intensive use of pesticides and using inadequate protective equipment increase the health risks faced by farmers. This study provided evidence of the positive impacts of the VietGAP program on the health status of farmers in Thua Thien Hue province. It is therefore hoped that the production, consumption, and management solutions provided by the VietGAP program can encourage farmers to use environment-friendly agricultural practices.

Summary:
It is often conjectured that conservation policies for state-owned forests not only influence the state employees managing these forests, but the indigenous residents living in state forest regions as well. This research explored this conjecture by conducting a case study of the Natural Forest Protection Programme (NFPP) in China. A theoretical model was developed to describe the mechanism as to how NFPP impacts indigenous residents through influencing their labor allocation decisions. The theoretical predictions were then examined through empirical analyses based on household level micro-data collected from Gansu and Yunnan provinces in Western China. The analyses used alternative indicators of the NFPP intensity and rigorous econometric methods that controlled for potential selection and endogeneity issues in order to generate reasonable causality inferences. Both the theoretical predictions and empirical results found that NFPP negatively affects the total income of indigenous residents. Scrutiny into the variations of income components revealed that indigenous residents seem to be intensifying agricultural production activities, which implies that NFPP may have caused environmental leakage effects by shifting the environmental pressure from forests to cropland. These factors should be considered when designing prospective state forest reforms in the Western regions of China.

Summary: This study accessed the impact of government aid on farmers’ adaptation to climate change in Nam Phong River Basin, Thailand. This area is prone to flooding between September and October. After the floods, the government generally provides financial compensation to affected farmers of about 70%– 80% of the cropping costs. Our study found that this sort of help from the government is likely to discourage farmers to adapt to climate change. This study found that farmers who believe that the government will step in whenever they suffer losses from floods are more likely to stay with their current crop pattern that carries the highest risk of flooding. In addition, government support was also found to undermine the crop insurance market that the government has been trying to develop.
