Summer School on Environmental Valuation using Discrete Choice Experiment

University of Economics Ho Chi Minh City (UEH), the Economy and Environment Partnership for Southeast Asia (EEPSEA) and the Environment for Development (EfD) center in Vietnam are proud to announce the upcoming Summer School on “Environmental Valuation using Discrete Choice Experiment: Strategies for Sustainable Development in Southeast Asia“. This intensive 5-day program aims to equip early-career researchers with the necessary skills and knowledge to address pressing environmental challenges in Southeast Asia through the application of Discrete Choice Experiments (DCEs).

Background

In Southeast Asia, climate change and rapid industrialization imperil ecosystems and vital natural resources, essential for agricultural economies and sustaining millions. Addressing these challenges prompts urgent questions for research and policy. With resource constraints, prioritizing adaptation measures becomes crucial, necessitating techniques to assess costs and benefits for the development of effective and fair strategies.

The objective of this Summer School extends beyond addressing environmental concerns; it serves as a platform for equipping participants with versatile tools applicable across diverse disciplines. Discrete Choice Experiments (DCEs) are introduced as a methodology and tool to measure preferences and trade-offs concerning climate, environmental, and resource factors in a Southeast Asian context. Participants will delve into the theoretical underpinnings of DCEs, learn the practical steps to conduct Choice Experiments, explore advanced econometric models, and understand the limitations of the DCE approach.

Beyond environmental domains, the course underscores the broader applicability of DCEs in various disciplines, including marketing, public policy, health, and development. Initially applied to transportation and environmental valuation, choice models have evolved into widely utilized analytical methods, shaping decisions in consumer behavior, investment strategies, and individual choice behavior across numerous sectors.

This Summer School provides an invaluable opportunity for early-career researchers in Southeast Asia to engage with experts, exchange knowledge, and showcase their own research endeavors. The course is based completely on R open access software but also some features of the survey platform Survey Engine is shown.

Objectives

Upon completion of the course, participants are expected to be able to

• Understand the theoretical foundations of DCEs.
• Learn practical techniques for designing and conducting DCEs tailored to climate change adaptation in Southeast Asia.
• Explore advanced econometric models for analyzing discrete choice data.
• Interpret results for informed policymaking in the region’s environmental framework.
• Apply to various studies including marketing, health, public policy and development.

• Prof. Petr Mariel, University of the Basque Country, Spain
• Dr. Juergen Meyerhoff, Berlin School of Economics and Law, Germany
• Prof. Sven Anders, University of Alberta, Canada

Petr Mariel holds the position of Full Professor at the Department of Quantitative Methods at the University of the Basque Country UPV/EHU in Bilbao, Spain. He delivers both introductory and advanced master courses in quantitative methods to students specializing in Economics. Professor Mariel’s pedagogy predominantly relies on simulation techniques, utilizing the open-source programming language and statistical computing environment, R (https://www.r-project.org/). In his research pursuits, Prof. Mariel focuses on discrete choice modelling, primarily in the realm of environmental valuation. However, his expertise extends to areas such as health economics, public policy, and urban economics. He boasts a prolific publication record in esteemed academic journals and has also provided consultancy services to both public and private sector entities.

Juergen Meyerhoff holds the esteemed position of Senior Researcher at HWR Berlin, where his multifaceted role encompasses project leadership, public policy consultation, and editorial responsibilities for specialized journals in the realms of environmental and ecological economics. With a rich and illustrious research background, Dr. Meyerhoff has made substantial contributions to numerous research initiatives and has been a key figure in the publication of scientific works of significance. His extensive involvement in projects and publications has been particularly notable within the framework of the European Union’s Sixth and Seventh Framework Programs, where his expertise has been instrumental in advancing the understanding and discourse surrounding pressing environmental and ecological issues.

Sven Anders is a Professor of Resource Economics at the University of Alberta, Canada. His research focuses on the economics of agriculture and energy transition that seeks to advance our understanding of individuals’ decision-making on complex, policy-relevant topics. Using survey and experimental methods his work provides insights into consumer and producer behavior that helps advance markets, policy, and welfare outcomes. Through his research, Prof. Anders takes a keen interest in the many relationships between energy transition, agriculture, and the environment under changing climatic conditions. Prof. Anders teaches courses in the field of agricultural economics, food systems and marketing economics at both bachelor and Master levels.

Who Should Participate

The summer school is tailored for early career researchers interested in learning about the foundations of DCEs methods, their practical design, and application in the field to assess questions of valuating environmental goods and services. While economists are the primary audience, students and researchers from diverse disciplines with interests in the application of survey-based experimental methods are encouraged to apply. A basic understanding of economic theory and methodology is essential for participation.

To facilitate an effective learning environment, participants should have at least a minimum working knowledge of the statistical (open access) software package R. Basic R tutorial material will be provided to participants prior to the course. Participants are expected to familiarize themselves with this material prior to the start of the summer school. They are also expected to bring their own laptop, as well as a charging cable and an extension cord.

This course is hosted by UEH University. The training package, including training materials, coffee-breaks and lunches, will be sponsored by the Swedish International Development Cooperation Agency (Sida) through EEPSEA and EfD-Vietnam while participants should make their own travel, meal and accommodation arrangements.

Upon completion of the course, participants are also expected to submit a concept note with a draft design of a Discrete Choice Experiment (DCE). This submission will serve as a practical application of the knowledge and skills acquired during the program.

Training Workshop on Measurement and Implementation of Circular Economy in Southeast Asia

The Economy and Environment Partnership for Southeast Asia (EEPSEA) is pleased to announce a Regional Training Workshop on measurement and implementation of Circular Economy in Southeast Asia, to be held in conjunction with the International Conference on Economics, Law, and Government (ELG 2023) at the University of Economics Ho Chi Minh City, Vietnam. This workshop is designed to provide researchers from Southeast Asian countries with valuable training and knowledge to enhance their understanding of circular economy and improve their research capabilities in the field.

LEARNING OBJECTIVES

• Understand the fundamentals of circular economy: Provide participants with an overview of the principles, concepts, key drivers of the circular economy model, and development of circular economy-based business models.
• Familiarize participants with circular economy measurement frameworks: Introduce participants to various methodologies, metrics, and tools used for measuring the performance and impact of circular economy initiatives.
• Develop knowledge on key circular economy indicators: Identify and discuss key indicators that help assess the progress and effectiveness of circular economy strategies, such as resource efficiency, solid waste reduction, wastewater treatment, material recycling, and eco-design.

RESOURCE PERSON

Almas Heshmati

Almas Heshmati is Professor of Economics at Jönköping University. He was Research Fellow at the World Institute for Development Economics Research (WIDER), The United Nations University during 2001-2004. From 1998 until 2001, he was an Associate Professor of Economics at the Stockholm School of Economics. He has a Ph.D. degree from the University of Gothenburg (1994), where he held a Senior Researcher position until 1998. His research interests include applied microeconomics, globalization, efficiency, productivity, and growth with application to manufacturing and services, environmental economics, and well-being. In addition to more than 200 scientific journal articles he has published books on EU Lisbon Process, Global Inequality, East Asian Manufacturing, Chinese Economy, Technology Transfer, Information Technology, Water Resources, Landmines, Power Generation, Renewable Energy, Development Economics, World Values, Poverty, well-being, and Economic Growth.

Owning a H-index of 56 with 15484 citations, Prof. Heshmati is among the top 1% global economists, according to IDEAS and REPEC’s list.

3. Applicants must hold at least a master’s degree with some basic knowledge in economics.

Keynote speakers

Prof.Dr.Uri Gneezy, University of California San Diego

Uri Gneezy is an economist, behavioral scientist, innovative strategist, entrepreneur, the Epstein/Atkinson Endowed Chair in Behavioral Economics and Professor of Economics & Strategy at the Rady School of Management, UC San Diego.

Uri’s early work on when and why incentives can backfire has become the cornerstone in a compelling line of research that explores when traditional economic theories fail to explain real human behavior. He is the co-author of the Washington Post bestseller, The Why Axis. His work has been covered by the New York Times, the Wall Street Journal, and has been featured in the bestselling books Freakonomics, Predictably Irrational, and Drive. His research focuses on putting behavioral economics to work in the real world, where theory meets application.

Prof.Dr.Lars Hein, University of Wageningen

Lars Hein is Professor Ecosystem Services and Environmental Change and deputy chair of the Environmental Systems Analysis Group at Wageningen University. He published over 100 articles in the field of ecological economics, natural resource management and land use planning. Lars was previously employed as Senior Environmental Advisor at Shell International (2006-2010) and as Environmental Expert at the FAO/World Bank Collaborative Program, Rome (1997-2002). He is a member of several advisory boards for both industry and international organizations and received a number of awards for his research including a prestigious Personal Grant from the European Research Council in 2010. His main focus of research is ‘ecosystem accounting’, i.e. developing methodologies for the measurement of ecosystem capital consistent with national accounting. He is one of the main contributing authors of the UN System of Environmental-Economic Accounting – Experimental Ecosystem Accounting Framework (SEEA EEA, 2012) as well as of the SEEA EEA Technical Recommendations (2017). Other fields of expertise include the development of sustainable and profitable natural resource management strategies, climate change adaptation, ecosystem services modelling and valuation, and environmental cost benefit analysis.

Mistra Carbon Exit

Mistra Carbon Exit is a research programme that identifies and analyzes the technical, economic and political opportunities and challenges for Sweden to reach the target of net zero greenhouse gas emissions by 2045. We will identify pathways and policies for how Sweden and Swedish companies can become frontrunners in transforming society and industries, providing low carbon products and services while at the same time addressing market risks. This will make Sweden an important international example for other countries to follow.

Centre for Collective Action Research (CeCAR)

CeCAR is an interdisciplinary centre started in 2016 as part of the University of Gothenburg´s big focus on global social challenges: UGOT Challenges. At CeCAR, researchers in the sciences, social sciences and humanities collaborate with government agencies and organisations. In addition, CeCAR has an international advisory board of world-leading researchers and representatives from the policy sphere.

The Centre for Collective Action Research, CeCAR, focuses on one of the most pressing challenges of today: Large-Scale Collective Action, LSCA. This is a challenge that needs to be addressed in order to overcome most of our current social, environmental and health problems.

Resource persons of the course are a team of scholars, led by Dr. Åsa Löfgren, Associate Professor at the Department of Economics, University of Gothenburg. Löfgren is an expert in the area of climate economics; in particular she has focused on climate change and behavioral economics. She is particularly interested in the effect and design of policy instruments, fairness, and industrial investment behavior, such as firms’ carbon-reduction investment behavior in response to climate strategies. Löfgren has published numerous articles in international peer-reviewed journals, as well as book chapters, policy papers and reports.

  • How to work interdisciplinary on issues related to climate change & why collaboration is important
  • The latest IPCC report and the current status of global climate negotiations, some insights from COP 26 and the Glasgow Climate Pact
  • Example from Sweden: implementing national climate targets and assessing the targets with an interdisciplinary climate policy council
  • Group discussions about country specific challenges of net-zero targets and how research can support climate transition of societies and countries
• Lecture 2 (3 hours) Digital lecture. Professor Filip Johnsson
  • Technical roadmaps: which are possible roads forward towards net-zero with focus on the basic material industry and the energy sector
  • The importance of a supply/value chain perspective
  • Continued group discussions about research agendas to support climate transition of (your) country or region

Day 2 August 18’th

  • Policy instruments and policy packages to support a transition to a net zero future
  • Status of carbon pricing globally – potential and limitations
  • Continued group discussions about research agendas to support climate transition of (your) country or region

  • Individual behavior and policy acceptance (1.5 hours)
  • Group presentations of initial thoughts on what would constitute a relevant research agenda to support climate transition of (your) country or region (1.5 hours)

Qualification

• Applicants should be nationals of the following Southeast Asian countries: Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Vietnam.
• Applicants must hold at least a master’s degree in economics.
• Applicants should have basic knowledge in economic modeling and/or climate change.

This workshop is part of the 11^th Congress of the Asian Association for Environmental and Resource Economics (AAERE) to be held on 19-20 August 2022. Applicants who have submitted abstracts and papers for AAERE will be given high priority in selection. However, interested and eligible applicants are also encouraged to participate in this workshop.

Objectives

The workshop will provide hands-on training and familiarise early career researchers with the practical and theoretical aspects of environmental economics-related research, including techniques for designing survey instruments, implementing household surveys with greater efficiency, and analysing survey data.

Organisers

Mani Nepal (Programme Coordinator, SANDEE, and Lead Economist, ICIMOD), will be the course director and Manashree Newa (Programme Associate, SANDEE-ICIMOD) will be administering the workshop.

Workshop faculty

A.K. Enamul Haque is the Professor of Economics at East West University (Dhaka, Bangladesh), Director of the Economic Research Group, Executive Director of Asian Center for Development, member of SANDEE’s Steering and Advisory Committees, and member of the South Asian Network for Environmental Law and Policy. Haque is an environmental economist with extensive research and teaching experience in climate change, agriculture, and urban issues in developing countries with a focus on South Asia and Bangladesh. Haque has MSc and PhD degrees in resource and environmental economics from the University of Guelph, Canada.

Pranab Mukhopadhyay is the Professor of Economics at the Goa Business School and the Program Director, Economics at Goa University, India. He is a fellow at SANDEE and INSEE, and the former President of INSEE (2016-18). Earlier, he worked as an environmental economist for IUCN, Nepal. Mukhopadhyay was also a consultant for ICIMOD, Foundation for Ecological Security, and GIZ India. His areas of work include global change, managing commons, nature and society, sustainable development, ecosystem services, and economic growth. Mukhopadhyay has MA and PhD degrees from Jawaharlal Nehru University, India.

Mani Nepal is the Programme Coordinator for SANDEE and the Lead Economist at ICIMOD. Earlier, he was an Associate Professor of Economics, Tribhuvan University; Visiting Assistant Professor, University of New Mexico, USA; Visiting Professor, Kathmandu University; and Adjunct Professor, Agriculture and Forestry University. He also worked as a Senior Economist at the Department of Finance and Administration, Santa Fe, New Mexico and as an Economist at the Nepal Foundation for Advanced Studies. Nepal is a Fulbright scholar with an MS degree in Policy Economics from the University of Illinois at Urbana-Champaign, and PhD in Economics from the University of New Mexico, USA.

Who can apply?

To be eligible, participants must meet the following requirements:

• A master’s degree or PhD in economics with a good understanding of basic and applied econometrics and environmental economics
• Some experience in applying statistical software, such as Stata
• An interest in learning about survey methods for applied research in environmental economics, along with a reasonable internet connection
• Researchers from working areas of SANDEE and EEPSEA networks are eligible to apply
• Priority will be given to junior to mid-career university faculty and researchers from think tanks, research organisations, and government agencies
• Researchers from outside Asia are not eligible to apply
• Researchers with accepted papers to be presented at the AAERE conference will be given high priority

Approximately 40 participants will be invited to the workshop. Only shortlisted candidates will be contacted.

There will be no registration and workshop costs for shortlisted participants.

Workshop expectations

This is a one-day intensive teaching and hands-on learning workshop (4.5 contact hours with 2-hour lunch break and other breaks). Participants are expected to have the KOBO toolbox and STATA software installed on their computers. Necessary data and reading materials will be provided before the workshop. The workshop is being organised online to encourage wider participation across several countries in Asia.

• Basic design principles of household survey for environmental economics
• Efficiency in implementing household surveys with minimal errors
• Survey data analysis

Application process

Interested and eligible candidates are requested to submit their application online before 30 June 2022. Shortlisted candidates will be informed towards the end of July/early August 2022.

• A one-page cover letter indicating how this course will be useful in the applicant’s teaching and research activities; prior background in environmental economics courses; experience in household survey; and exposure to basic econometrics and statistical software
• One-page research concept note (precursor of a research proposal) on issues related to environmental and resource economics in Asia. The concept note should include a discussion of the research problem and its policy relevance; clear research question(s); an analytical framework; research gap and potential contribution of the proposed research; and empirical methods (data requirement, collection, and analysis).
• A brief CV (no more than one page) indicating age, gender, professional responsibilities/activities (current job and institutional details with address); educational qualifications (highest degree/institution/date); two most important research publications (if any); and current teaching and research responsibilities (if relevant)

The EEPSEA Annual Conference 2021 is covering variety research papers topics that apply the tools of economics and trans-disciplinary approach in the analysis of policy-relevant environmental challenges and related issues in Southeast Asia in the following areas:

Keynote speakers

Phobe Koundouri

Prof. Phoebe Koundouri is a world-renowned environmental economics professor and global leader in sustainable development. She is widely recognized as a pioneer in innovative, human-centric, interdisciplinary systems for the sustainable interaction between nature, society, and the economy. Prof. Koundouri is listed in the most-cited women economists in the world, with 15 published books and more than 300 published peer reviewed scientific papers.

Prof. Koundouri is University Professor at the Athens University of Economics and Business, an elected fellow of the World Academy of Art and Science and the President-elect of the European Association of Environmental and Natural Resource Economists for the period 2019-2025 (EAERE)

Since 1997, she has coordinated more than 100 interdisciplinary research projects, in all five continents, focused on combinations of Sustainable Development, Climate Change Mitigation and Adaptation, Behavioural Economics and Econometrics, Economics of Wellbeing and Happiness, Natural Resource-Food-Energy Nexus, Smart Water Systems, Ecosystem Services Valuation, Blue Growth, Circular Economy, Systems Innovation, Innovation Acceleration and Commercialization, and has attracted significant competitive research funding. Prof. Koundouri and her large interdisciplinary team (more than 200 researchers) have produced research and policy results that have contributed to accelerating research and innovation for the enablement of Sustainable Development and has contributed to shaping European and National policies.

Arnold Tukker

Arnold Tukker is per 1 October 2013 the Professor of Industrial Ecology and Director of the Institute of Environmental Sciences (CML) at Leiden University for 70% of his time. Until then he was Business line manager Societal Innovation and Economy at TNO, a large not for profit research organization in the Netherlands, where he retains a 30% position as senior researcher.

Arnold set up prominent EU projects in the field of sustainable product design (SusProNet) and sustainable consumption and production (SCORE!) and was core member of the 10 Million Euro Dutch Knowledge Network on Sustainable System Innovations.

He currently co-ordinates a string of major programs of some 15 million Euro with some 20 key European research institutes in the field of resource-efficiency, a.o. constructing the world’s most ambitious and detailed global energy/resource/economic input-output databases and models (EXIOBASE).

He authored 6 books, 47 refereed papers and 7 special issues on sustainability research. He has been engaged with work of the UN on the Green Economy Initiative, the Resources Panel, the Ten Year Framework of Programs on Sustainable Consumption and Production, and Sustainable Development Goals.
