Summary: This study accessed the impact of government aid on farmers’ adaptation to climate change in Nam Phong River Basin, Thailand. This area is prone to flooding between September and October. After the floods, the government generally provides financial compensation to affected farmers of about 70%– 80% of the cropping costs. Our study found that this sort of help from the government is likely to discourage farmers to adapt to climate change. This study found that farmers who believe that the government will step in whenever they suffer losses from floods are more likely to stay with their current crop pattern that carries the highest risk of flooding. In addition, government support was also found to undermine the crop insurance market that the government has been trying to develop.

Summary: This study is an attempt to systematically study the intra-household implications and issues of climate-related shocks or hazards. We look at how the internal dynamics of decision making within the household and the joint adaptive action of household members (particularly the husband and wife) affect outcomes/risks for different groups and individuals within the household itself. The areas covered in the study are three municipalities in the province of Bohol, Philippines. Coastal erosion and sea level rise appear to be the most apparent threats in all the study sites, although other climate hazards such as typhoons, flooding, and saltwater intrusion are also felt. This paper provides a relatively clear picture of the vulnerable condition of people living in selected coastal areas in Bohol, Philippines. Perhaps, social protection in the form of insurance to fisherfolk could be developed so that they can recover from shocks, as this may be better than the usual dole-out system. Building more resilient communities does not only mean capacitating the local officials but also providing more inclusive disaster and risk reduction strategies. The role of women and children must be integrated into the whole plan as their needs are different from those of men during and after calamities.

Summary: This research tested for possible differences between WTA and WTP estimates of VSL, for changes in both risks of cancer and transportation deaths. A total of 1,100 respondents residing in Can Tho City were randomly surveyed. The results show that WTA-based VSL estimates are about five to six times larger than WTP-based VSL estimates. While showing large differences, these differences may be due not only to the disparity in valuations of gains and losses, but also to the influence of the asymmetric impact of an income or wealth constraint that limits the sums that individuals can pay in the WTA measure while imposing no restraint on the sums people can demand to accept a loss. A further bounded non-monetary scale was used to test for differences between the two valuations in the absence of any wealth constraint. The results were fully consistent with the observed disparity in the monetary evaluations. These results point to the likelihood of a serious bias in many current VSL estimates that ignore the impact of the widely observed valuation disparity, and to the need to better determine instances in which the WTA is the more appropriate measure and those in which the more traditional WTP measure is the better choice.
