Summary:
It is often conjectured that conservation policies for state-owned forests not only influence the state employees managing these forests, but the indigenous residents living in state forest regions as well. This research explored this conjecture by conducting a case study of the Natural Forest Protection Programme (NFPP) in China. A theoretical model was developed to describe the mechanism as to how NFPP impacts indigenous residents through influencing their labor allocation decisions. The theoretical predictions were then examined through empirical analyses based on household level micro-data collected from Gansu and Yunnan provinces in Western China. The analyses used alternative indicators of the NFPP intensity and rigorous econometric methods that controlled for potential selection and endogeneity issues in order to generate reasonable causality inferences. Both the theoretical predictions and empirical results found that NFPP negatively affects the total income of indigenous residents. Scrutiny into the variations of income components revealed that indigenous residents seem to be intensifying agricultural production activities, which implies that NFPP may have caused environmental leakage effects by shifting the environmental pressure from forests to cropland. These factors should be considered when designing prospective state forest reforms in the Western regions of China.

Summary: This study aimed to design a desirable payment for environmental services (PES) program to be implemented in Eastern Thailand. Landowners’ preferences on program factors were both identified and quantified using a choice experiment. The results showed that all hypothetical programs attributes were statistically significant to landowners’ participation decisions, except free-to-choose in-kind benefits. On the average, landowners preferred the land-use option that allowed them to cultivate and manage the enrolled land under the program. The length of contract adversely affected landowners’ participation in the hypothetical PES program. The other three program attributes of unrestricted amount of minimum land to enroll into the program and two in-kind benefits (advisory services and ecotourism-related job training) had positive impacts on landowners’ participation decisions. Willingness to accept (WTA) calculations suggested that higher monetary incentives could help induce landowners to participate in PES programs that generate desirable environmental benefits. Moreover, the WTA estimates showed that in-kind benefits could enhance the attractiveness of a PES program and significantly reduce the need for monetary incentives.

Summary: Climate change and carbon emission reductions are growing concerns all over the world. It is suggested that mitigating climate change by enhancing forest carbon sequestration (FCS) may be a relatively low-cost option and would likely yield other environmental benefits. In the last few years, China has become the country with the largest artificial afforestation area in the world, and it pays a lot of attention to FCS projects. After collective forest tenure reform in China in the last 10 years, small-scale households have become the main subject of forest management endeavors as potential suppliers of FCS. This study aimed to determine how the risk attitudes of small-scale rural households affect FCS outcomes and their willingness to participate in FCS projects.

The Royal Government of Cambodia, development partners, international organizations, local NGOs, local governmental units, and households have been involved in implementing PES and PES-like programs. To protect the natural resources in Cambodia, key laws on protected areas, community forestry, fisheries, economic land concessions, social land concessions, and land ownership have been established and implemented all over the country. However, a specific PES law or policy has yet to be developed. This report presents a review of selected current literature on PES and/or PES-like schemes implemented in Cambodia. Local and international NGOs were visited and interviewed in order to capture the elements of the individual programs. Four programs of PES-like programs in different protected areas and wildlife sanctuaries in Cambodia were chosen for this study: (1) Agri-Environment Payment Scheme in Kulen Prom Tep Wildlife Sanctuary, (2) Conservation Agreement Payment Program in the Cardamom Mountains, (3) Chambok Community-Based Ecotourism Project, and (4) REDD+ Cambodia Carbon Sequestration Project in Oddar Meanchey province.
