Fiscal Gaps and Financing of Southeast Asia’s Protected Areas: A Cross-Country Analysis

Summary: This cross-country study examined how park managers and decision makers in Southeast Asia responded in the face of pressures on PAs, and assessed the level of resource gaps based on a number of indicators. A sample of 402 PAs from Cambodia, China, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, and Vietnam were surveyed in the study. Of the 16 pressure and 15 response variables identified for the pressure-response analysis, the indicators of pressure were (1) number of inhabitants per 1,000 hectares (ha) (or per square kilometer) of PA; (2) population adjacent to the PA per 1,000 ha of the PA; (3) number of visitors per 1,000 ha; (4) length of trails per 1,000 ha; and (5) length of roads per 1,000 ha. The response indicators were (1) full-time staff per 1,000 ha; (2) number of enforcement staff per 1,000 ha; (3) expenditure for operations per hectare; and (4) patrol stations per 1,000 ha.

A Review of PES Implementation In Cambodia

Summary: PES programs have been implemented in PES and PES-like forms in Cambodia focusing on watershed, biodiversity conservation, recreation/landscape beauty, and carbon sequestration and storage. The Royal Government of Cambodia, development partners, international organizations, local NGOs, local governmental units, and households have been involved in implementing PES and PES-like programs. To protect the natural resources in Cambodia, key laws on protected areas, community forestry, fisheries, economic land concessions, social land concessions, and land ownership have been established and implemented all over the country. However, a specific PES law or policy has yet to be developed. This report presents a review of selected current literature on PES and/or PES-like schemes implemented in Cambodia. Local and international NGOs were visited and interviewed in order to capture the elements of the individual programs. Four programs of PES-like programs in different protected areas and wildlife sanctuaries in Cambodia were chosen for this study: (1) Agri-Environment Payment Scheme in Kulen Prom Tep Wildlife Sanctuary, (2) Conservation Agreement Payment Program in the Cardamom Mountains, (3) Chambok Community-Based Ecotourism Project, and (4) REDD+ Cambodia Carbon Sequestration Project in Oddar Meanchey province.

Summary: This study applied the InVEST (Integrated Valuation of Ecosystem Services and Trade-offs) tool to analyze the importance of ecosystem services and habitat quality in Pu Mat National Park, Vietnam and to assess the risks and trade-offs that may occur due to current and future development planning in the area. Based on our results, some solutions are proposed for central government, local authorities, Pù Mát National Park’s Management Board, and international organizations to balance the value of ecosystem services, conservation biodiversity, and socioeconomic development.

Estimating Willingness to Pay for Bawditataung Nature Reserve in Myanmar

Summay: This study estimates people’ willingness to pay for Bawditataung Nature Reserve which is situated at Monywa, Sagaing Region, Myanmar by employing the contingent valuation method. This study confirms that parametric mean value for WTP of visitors, non-visitors and total respondents are 147.89 Ks, 813.64 Ks and 567 Ks respectively. This study also highlights the considerable information to policy makers in making a decision regarding the conservation of Bawditataung Nature Reserve.

Economic Dependency of Local Communities on Mangroves: A Case Study in Bogalay, Myanmar

Summay: This study estimates the direct use value of mangrove resources which are mainly dependent by coastal communities and explores the awareness of local communities on mangroves and its conservation. It is needed to analyze total economic valuation of mangroves and implement education and incentive programs to local communities for conservation.
